The referee remains deterministic
Vote counts—not another model response—select commit candidate, reconstruction, hard rejection or human escalation. Parsing failures and unresolved combinations bias toward a protected state.

Hardening still required
JSON mode supports valid JSON but does not alone guarantee schema conformance. Production implementation should add structured outputs or independent schema validation, bounded retries, telemetry and deployment-specific identity controls.
